Reaching Top Rated does not get you the 10% discount.
That surprises most sellers who get there, and it is the single most expensive misunderstanding on this subject.
There are two gates. Top Rated is the first and it sits on your account. The fee discount sits behind a second gate, and that one applies listing by listing.
Clear one and you get a status. Clear both and you get paid for it.
Here is what each gate actually asks for, and why your level in one country tells you nothing about your level in another.

What Is an eBay Top Rated Seller?
An account performing well above eBay’s minimum standards, with enough trading history to prove it was not luck.
eBay describes it as being an active seller who performs well above the minimum standards on the qualifying site, while holding an established sales history and complying with other eBay policies.
Three separate things sit in that sentence. Performance, history, and compliance.
Miss any one and the status does not arrive, however good the other two look.
Why the badge is not the prize
Top Rated on its own changes very little about what buyers see.
The seal, the search visibility and the fee discount all belong to the second gate. Reaching Top Rated makes you eligible for that gate, and nothing more.
Sellers celebrate the status, wait for the invoice to drop, and find it unchanged.
How Do You Qualify for Top Rated?
Four conditions, and one of them differs depending on where you sell.

The German programme mirrors the UK one, asking for 100 transactions and 1,000 euros with buyers in Germany, Austria and Switzerland, plus business registration and residency in one of those three.
The UK requirement that catches people
You cannot be Top Rated on ebay.co.uk as a private seller.
eBay requires you to be registered as a business seller on ebay.co.uk or ebay.ie, and that condition has no equivalent in the US programme. A UK seller hitting every performance number on a private account will simply never be upgraded.
That is a registration problem rather than a performance problem, and no amount of good trading fixes it.
Performance sits underneath all of it
The selling activity thresholds only get you considered.
You also have to clear the seller performance evaluation, which means the metrics that decide your level in the first place. Our guides to the transaction defect rate and cases closed without seller resolution cover the two that carry hard limits.
A clean late shipment rate matters here too, because Top Rated is the only level where it carries a stated threshold.
That threshold is also the one figure that differs between the four programmes. In the US, UK and German programmes the allowance is no more than 5 late deliveries, or 3% of transactions. In the Global programme it is 5, or 5%.
Everything else matches across all four. Cases stay at 2 or 0.3% of transactions, whichever is higher, and the Top Rated defect rate stays at 0.5% across no more than 3 different buyers.
Where Do You Check Your eBay Seller Level?
One dashboard, carrying a number most sellers never look at.
eBay tells you to check your Seller Dashboard regularly, so you can see how your performance is tracking and act before the next evaluation.
It shows your current seller level alongside the level you would get if eBay evaluated you today.
That second figure is the one worth reading, because the first was decided last month.

Read the projection before the 20th
Treat it as a deadline rather than as a report.
A projected Top Rated on the 12th is an instruction to protect the next eight days. A projected Above Standard is an instruction to find what is missing while fixing it still counts.
After the 20th the same screen is history, and the next chance to move it is a month away.
Sellers who watch it monthly rarely lose the status by accident. Sellers who look after the invoice arrives usually do.
Four eBay Programmes, Four Separate Levels
This is the part that catches anyone shipping across borders.
eBay runs four regional performance standards programmes, and your transactions get counted into one of them based on the buyer’s delivery address rather than the site you listed on.
eBay states plainly that your seller level does not carry over between programmes, giving the example of a seller who is Top Rated on ebay.com and Above Standard in the Global programme.
Transactions get measured against either global or local standards, never both at once.
What that means in practice
Your worst region cannot drag down your best one, and your best cannot rescue your worst.
A seller with clean domestic performance and messy international post keeps the domestic status and loses the other. The fee discount then applies only where the qualifying status exists.
So the honest question is not whether you are Top Rated. It is which programme you are Top Rated in.
Key point: the Global programme covers every site outside the US, UK, Ireland, Germany, Austria and Switzerland. Sellers who post to Australia, Canada or anywhere else are being judged there, on a set of numbers most of them have never opened.
Where Do Australian and Canadian Sellers Sit?
In the Global programme, along with most of the world.
eBay defines that programme as covering all other eBay sites, evaluated on transactions shipped worldwide, minus those going to the US, UK, Ireland, Germany, Austria and Switzerland.
So an Australian seller posting to Australian buyers is judged there. So is a Canadian seller posting at home.
Neither of them appears in the US or UK tables above, and neither should assume those numbers apply.
Check your own site rather than a US guide
eBay publishes qualifying criteria per programme, and it tells you to see the criteria for each site.
Most articles on this subject quote the US thresholds and stop, which leaves everyone outside those six countries reading numbers that do not govern them. Open your own site’s page before you plan around a figure.
A seller with a UK store and steady Australian sales carries two separate levels, and can lose one while keeping the other.

The Second Gate: Top Rated Plus and eBay Premium Service
Same idea, different name, and genuinely different requirements in each market.
Once you hold Top Rated status you can qualify individual listings for the benefits. eBay is explicit that you can choose to offer these on some or all of your listings.
That per listing control is the useful part. A line of stock you cannot dispatch quickly does not have to cost you the discount everywhere else.
Top Rated Plus in the US
Two conditions on the listing.
- Same day or one business day handling time.
- Free returns of 30 days or longer.
The returns rule follows your stock rather than your address. An item located in the US needs 30 day free domestic returns, and an item located elsewhere needs 30 day free international returns.
eBay also notes that in some categories it extends the discount without the seal, even where you do not offer 30 day free returns.
eBay Premium Service in the UK
A longer list, and a harder one.
- A free domestic delivery option arriving within 3 working days.
- An express option within 2 working days costing no more than 10 pounds.
- Designated tracked services on everything over 20 pounds, with tracking uploaded inside your dispatch time.
- Returns of 30 days, domestic or international depending on where the item sits.
The tracking rule covers auction listings and Best Offers where the final price clears 20 pounds, which is the clause sellers miss most often.
Items under the Authenticity Guarantee programme must reach the authentication centre within 3 working days with tracking.
What each one gives back
A badge, placement, and money.
US listings show the Top Rated Plus seal prominently in search results and in the listing description. UK listings show the eBay Premium Service badge, and eBay states those listings get maximum visibility in Best Match search results.
Both carry the 10% discount on final value fees.
What the eBay 10% Fee Discount Does Not Cover
Three exclusions, and each one is published.
The discount is calculated on the total amount of the sale, including postage, and including tax in the US. That part is generous.
It does not apply to the per order portion of the final value fee, which is a flat charge the percentage never touches.
It does not apply to any additional final value fees charged in categories where your service metrics rate you Very High for item not as described returns. We cover that system in eBay service metrics, and this is the clearest example of the two systems colliding.
In the US it is also restricted by residency, and eBay states it is only available to sellers who reside there.
Worth knowing: a Very High item not as described rating does not just add a fee. It removes the discount on the same categories at the same time, so the gap between a good month and a bad one is wider than either penalty looks on its own.
Is Top Rated Plus Worth What It Costs?
Not automatically, and the honest answer changes by listing.
The discount is free money. The requirements behind it are not.
What free returns actually cost
Every return now travels back at your expense rather than the buyer’s.
On a category that returns rarely, that cost is close to nothing and the 10% is pure margin. On clothing, footwear or anything sized, the return rate can turn the same arrangement into a loss.
Free returns also tend to lift the return rate itself, because the friction that stopped marginal returns has gone.
What fast handling actually costs
A promise you have to keep on your worst week, not your best.
Same day or one business day handling removes the buffer that protects your late shipment rate. A seller who cannot hold that pace trades a fee discount for a metrics problem, which is a bad trade in any month.

So do it per listing
The per listing design exists precisely so you do not have to answer this once for everything.
Take your highest value lines with the lowest return rates and put those through the second gate first. Leave the sized, fragile and heavy stock outside it until the numbers say otherwise.
Compare the 10% against your own return cost on that line. Where the saving loses, the badge is not worth buying.
When Does eBay Top Rated Status Actually Start?
On the 1st, not on the 20th, and the gap trips people up every month.
eBay states it will automatically upgrade you to Top Rated status on the 1st of the following month, provided you met all of the criteria at your seller performance evaluation.
So the evaluation decides it and the calendar delivers it. Qualifying on the 20th of March means Top Rated on the 1st of April.
Nothing you do between those two dates changes the outcome, which makes the days before the 20th the only ones worth working.

How Do You Lose Top Rated?
By failing any single condition at an evaluation, and the trading thresholds count as conditions.
A quiet quarter is enough
The 100 transaction floor does not care why you slowed down.
Seasonal sellers, sellers who took time away, and sellers who deliberately cut a loss making line all drop below it the same way. The performance was never the problem.
Watch the rolling twelve month count as carefully as you watch the metrics.
Or a listing change you did not think about
The second gate is fragile in a way the first is not.
Extending your handling time past one business day removes Top Rated Plus from that listing. Dropping free returns does the same. In the UK, letting the express option drift above 10 pounds breaks eBay Premium Service.
None of that touches your account status. It simply stops the discount on the listings you changed.
Do Top Rated Sellers Get Better Protection?
Some protection is universal, and some of it depends on your level.
eBay says it protects all sellers from abusive buying behaviour and from events outside their control, and that your track record supports you when you deliver on your service promise.
In the UK it goes further, stating that enhanced protections are available to Above Standard and Top Rated sellers registered on ebay.co.uk or ebay.ie.
Read that carefully. Below Standard sellers sit outside that group, so the level that costs you money also costs you cover.

How long does it take to become an eBay Top Rated Seller?
Ninety days at an absolute minimum, since eBay requires the account to have been active that long. In practice the 100 transaction and 1,000 in sales thresholds usually take longer than the account age does.
Why am I Top Rated but not getting the 10% discount?
