The welcome message arrived on 22 July.
The restriction notice arrived on 23 July.
One day of selling, and the account could no longer sell or buy.
Of every restriction we are asked to clear, this is the one sellers most often mistake for something worse.
It is not a ban. It is not a policy violation. This is an eBay account verification hold, and it clears on evidence rather than argument.
That account was selling again 48 hours later.
Three steps.
Key Takeaways
- An eBay account verification hold is not a punishment. eBay lists it separately from policy violations, as a case where it could not confirm your account information.
- New accounts get held fastest. With no trading history, there is nothing for eBay risk systems to weigh against the flag.
- The notice usually restricts buying as well as selling. That is a signal about the type of hold, not a sign of how serious it is.
- eBay sets a 30 day window before closure. That deadline is real, and it is the only genuinely urgent number in the notice.
- The instruction sits in eBay Messages. If a restriction email is not in Messages, eBay did not send it.
- Six reasons trigger a restriction and only one of them is a rule breach. The other five are tasks, payments or confirmations.
- A plan of action is the wrong document here. Verification asks who you are, not what you will change.
- Selling limits are a different thing entirely. eBay reviews limits monthly and adjusts them automatically, with no notice and no deadline.
- Payouts are held alongside the restriction. Funds tied to undelivered orders sit still until the hold lifts.
- Payout timing improves as deliveries confirm. One account we handle moved from funds releasing 7 days after delivery to 2 days after the buyer pays.
- Resolution can take days rather than weeks. The documented case here cleared in 48 hours of a 30 day window.
- Opening a second account makes it permanent. eBay links accounts, and a linked account converts a temporary hold into a closure.
What Is an eBay Account Verification Hold?
It is a restriction eBay places on an account when it cannot confirm that your details are genuine.
eBay names it plainly among the reasons it restricts an account: “We haven’t been able to verify your account information.” That line comes from the eBay account restrictions and suspensions policy.
Nothing in that sentence is an accusation.
What eBay account verification actually asks for
It wants to know that the person behind the account is real, reachable and the same person across every detail on file.
Name, address, contact details, payment details, and often documentation that ties them together.

Marketplaces are also regulated on this. In the US, the INFORM Consumers Act applies to high volume sellers. It requires marketplaces to collect and verify bank details, a tax ID and government issued identification. Identity verification is therefore not always eBay choosing to ask.
That is a much smaller question than the one sellers usually try to answer.
Why an eBay account verification hold feels worse than it is
Because the wording is generic and the consequences are immediate.
eBay restricts selling and buying together, ends or hides listings, and holds payouts, all before it explains very much. A seller reading that reasonably assumes they have been accused of something.
They have not. They have been asked for identification, in a tone that reads like a verdict.
Key point: eBay states that reinstatement “may be as simple as waiting for a temporary suspension to end, making changes to your listings, or sending us some more information”. For an eBay account verification hold, it is almost always the third one.
Why Does eBay Hold a Brand New Account?
Because a new account has no history to reassure anyone.
Every risk system weighs a signal against a track record. A new seller has no completed orders, no delivery confirmations and no feedback, so a single flag has nothing to offset it.
The account in the case above was one day old. There was no track record to consult.
What commonly triggers it
Listing high value stock immediately. Registering with details that do not match your payment method. Selling from a different country to your registered address.
None of those is against the rules. All of them look like risk to a system with nothing else to read.
If you want the full taxonomy of what else eBay can restrict and why, our guide to every eBay restriction type and how each one is lifted covers the diagnosis layer.
Reinstatement restores selling before it restores cash flow
Payout terms on one eBay AU account, as eBay stated them at reinstatement and after delivery confirmations built up.
Both figures are quoted from the eBay messages on the day two new seller restriction case study.
Step #1: Identify Which eBay Restriction You Have
The wording of the notice tells you which team owns your case and what evidence will clear it.
Get this wrong and you spend the window preparing the wrong document.
eBay lists six reasons it restricts or suspends an account. Only one of them is a rule breach.
| The notice wording | What it actually is | What clears it |
|---|---|---|
| Selling costs need paying | An unpaid invoice | A one-time payment |
| Reimburse eBay for a refund | A negative balance | A one-time payment |
| Resolve a buyer issue or upload tracking | An open case | Finishing the task |
| A rule or policy was violated | An enforcement action | An appeal, usually with a plan of action |
| Account information could not be verified | An eBay account verification hold | Identity and account confirmation |
| Third party access suspected | A security hold | Securing the account |
Reasons above are drawn from the eBay account restrictions and suspensions policy.
The tell that separates verification from enforcement
Enforcement notices name a policy. Verification notices ask a question.
If the message cites a specific rule you broke, you are in enforcement and you may need a plan of action. If it asks you to confirm information or contact eBay to answer questions, you are in verification.
Sending a plan of action to an eBay account verification team is the single most common way new sellers lose a week.

An eBay account verification hold is not a selling limit
Sellers conflate these constantly, and the difference decides whether you need to act at all.
eBay reviews selling limits every month and adjusts them automatically based on your sales volume and feedback, according to the eBay selling limits policy. There is no notice, no deadline and nothing to appeal.
A limit says you can sell, just not more than this. A hold says you cannot sell at all.
If you can still list, you do not have a hold.
Check Messages, not your inbox
eBay sends the verification email to your registered address and to eBay Messages, which you reach through Seller Hub.
The copy in Messages is the authoritative one, and it doubles as a spoof test. eBay states that if you cannot find the email in your Messages, it did not come from eBay.
Restriction notices are a favourite of phishing operators, for the obvious reason that a frightened seller clicks faster.
Step #2: Answer eBay’s Verification Questions Directly
Use the contact route the notice specifies, and go there with the documents already assembled.
eBay states that most restrictions “can be resolved by making a one-time payment, or by following the steps we gave you in the email in your Messages”. For an eBay account verification hold, following the steps means answering the questions eBay asks, in the channel eBay names.
Not a general appeal form. Not a public post. The route in the notice, which is usually a document upload link or a reply in Messages.
Have these ready before you start
The case stalls when the conversation opens and the paperwork does not exist yet.
- Photo identification such as a passport or driving licence, matching the registered account name exactly
- Proof of address such as a recent bank statement, matching the address on file
- Payment method details registered in the same name
- Business registration and a tax ID if you sell as a company rather than an individual
- Supplier invoices or receipts if the flag involved the stock itself
- Tracking references for anything already despatched
Every mismatch between documents is another round trip, and every round trip costs days you are not getting back.
Answer what was asked, and stop
Verification is a checklist, not an essay.
Extra context, business history and explanations of your sourcing model do not speed anything up. They give a reviewer more to read and more to query.
Nobody has ever been verified faster for oversharing.
Pro tip: keep one thread open, not five. Opening parallel cases through different channels splits the history and gives each reviewer a partial view, which is how a two day case turns into a two week one.
Step #3: Clear Every Open eBay Issue in One Pass
eBay rarely raises verification on its own.
Alongside the identity questions there are usually open items sitting on the account: an unanswered buyer message, a despatch without tracking, an unresolved return, an unpaid fee.
Resolve them all before the case closes, or it reopens.
- Unpaid selling fees, because an outstanding balance blocks reinstatement on its own
- Open cases and returns, which a reviewer sees before they see your documents
- Despatches missing tracking, since eBay asks for it and cannot verify delivery without it
- Unanswered buyer messages, which read as an unresponsive seller on an account already under review
- Anything the notice named, in the words the notice used rather than your summary of them
Why this is the step that decides the timeline
A case that bounces back for more information restarts the waiting, not the clock.
The 30 day window keeps running while your case sits in a queue for the second time. Clearing everything in one pass is what turns a fortnight into a couple of days.
On the Australian account we handled, eBay flagged open items alongside the verification. Resolving each one in the same pass is why the case closed once rather than three times, and the written confirmation thanked the seller for exactly that.
The notices and the reinstatement message are both on the day two new seller restriction case study.
Do not open a second account
This is the one action that converts a recoverable hold into a permanent one.
eBay links accounts by device, payment method, address and network. A new account registered during a restriction is found, and both are then closed.
Wait it out. The hold is temporary. A linked account is not.
Five of the six reasons are tasks, not accusations
Each reason eBay states for restricting an account, mapped to the remedy that clears it.
Reasons taken from the eBay account restrictions and suspensions policy. Remedy mapping is ours.
What Happens to Your Payouts During an eBay Account Verification Hold?
They stop, including money you have already earned.
eBay states that if you are a seller, your payouts may be placed on hold until the restriction on your account is lifted. That covers funds tied to orders a buyer has already paid for.
This is the part that hurts, and it is why the deadline matters more than the wording.
The cash flow trap
A held payout during a hold creates a loop that closes accounts.
You cannot access the funds, so you cannot buy stock, so you cannot fulfil the orders already placed, so cancellations and cases follow. Those cancellations then become defects on an account that is already under review.
The hold did not cause the defects. Waiting did.

If defects have already landed while you were waiting, our guide to transaction defect rate removal covers what eBay will take back off.
Reinstatement does not mean instant payouts
Getting the restriction lifted restores selling. Payout timing recovers on its own schedule.
On the Australian account, eBay confirmed the account was clear and set out the terms in writing: funds available 7 days after delivery confirmation, including previously undistributed funds tied to undelivered orders.
As delivery confirmations built up, that moved to funds releasing 2 days after the buyer pays.
Two different numbers, on the same account, four weeks apart. Delivery evidence is what changed.
The deadline is the ceiling, not the expectation
The 30 day window eBay set on the notice, against the time the case actually took.
Window and resolution time from the documented eBay AU case study. Arithmetic, not a study.
How Long Does an eBay Account Verification Hold Last?
Days, if you answer correctly the first time. Weeks, if you do not.
There is no published service level, and any article quoting one is guessing. What is published is the outer limit: eBay set a 30 day window on the notice before the account would be closed.
The documented case here closed in 48 hours. That is not a promise, it is a demonstration that the ceiling is not the expectation.

What actually makes it slow
Almost always the seller, and almost always unintentionally.
Documents that do not match. A shortened name on the ID against the full name on the account restarts the exchange.
Answering a different question. Explaining your business model when eBay asked for an address.
Leaving open items behind. The case closes, an unresolved return surfaces, and the restriction returns.
Waiting to start. Sellers routinely lose the first week hoping it resolves itself. It does not.
Do the arithmetic once: a 30 day window sounds generous until you spend a week hoping, three days assembling documents and another week waiting on a second round trip. Two thirds of the runway can disappear without a single thing going wrong.
What If the eBay Account Verification Hold Does Not Clear?
Then you are probably not in an eBay account verification case any more.
When identity documents are supplied, matched and still rejected, the restriction is usually resting on something else: an enforcement action running in parallel, a linked account, or a payment issue nobody has settled.
Reread the latest message rather than the first one. The reason often changes between them.
| What the newest message says | Where you actually are | What to do next |
|---|---|---|
| Asks again for the same documents | Still verification, with a mismatch somewhere | Compare every field character for character |
| Names a specific policy | Enforcement, not verification | Switch to a plan of action |
| Mentions another account | A linked account has been found | Resolve both, or neither clears |
| Refers to a balance owed | A payment issue running alongside | Settle it before replying again |
| Gives no reason at all | The case is queued, not decided | Wait the stated period before chasing |
Where it goes next
If a policy is now being cited, you have moved into enforcement and the document changes with it.
An abnormal activity review has its own notice code and its own evidence pack, which we cover in the MC011 recovery guide. A hard policy restriction behaves differently again, and the MC999 guide deals with whether grounds for appeal exist at all.
If you have already appealed and been refused, the reasons are usually structural rather than factual, and we set them out in why most eBay appeals fail.
When to stop doing it yourself
After the second round trip on the same question.
At that point the problem is not the documents, it is which team is reading them and what they were actually asking. Our eBay suspension removal service exists for accounts stuck in that loop with a deadline running.
Frequently Asked Questions
How long does eBay account verification take?
eBay publishes no service level for it, so any specific figure you read elsewhere is an estimate rather than a policy. In practice it turns on whether your first submission answers the question completely, and the documented case on this site closed 48 hours after the notice arrived.
Can I still buy on eBay while my selling is restricted?
Often not, because verification holds commonly restrict buying and selling together rather than selling alone. That combination is actually a useful diagnostic signal, since enforcement actions against a seller usually leave buying privileges untouched.
What documents does eBay account verification require?
A passport or driving licence, plus a proof of address such as a bank statement. Payment details registered in the same name complete the usual set. Business sellers are often asked for business registration and a tax ID as well. Supplier invoices join the list when the flag concerned the stock. The specific list comes from the message eBay sent you, and that list is the one that matters rather than any general checklist.
Is a verification hold the same as a suspension?
No. A suspension follows an enforcement decision, while a hold pauses the account until a question is answered, which is why one needs an appeal and the other needs documents. We separate all eight restriction types in a dedicated guide.
Why did eBay restrict my account with no sales yet?
Because a brand new account carries no history to weigh a risk signal against, so a flag that a mature account would absorb lands with full force. Listing high value stock on day one, or registering details that do not match your payment method, are the two most common triggers.
Does an eBay account verification hold affect my seller level?
Not directly, since verification is not a defect and does not enter the seller standards calculation. The indirect damage is what to watch, because cancellations and unresolved cases piling up during the hold do count against you at the next monthly evaluation, and some of those can be removed afterwards on eBay own evidence.
Will my listings survive the restriction?
Sometimes, though eBay states it may end listings early depending on the reason for the restriction. On the Australian account we handled, every listing was still live at reinstatement, which is one reason speed matters more than thoroughness here.
Can I appeal an eBay account verification hold?
There is usually nothing to appeal, because eBay has not made a decision against you, it has asked for information. Treating it as an appeal and submitting argument instead of documents is the most reliable way to extend it.
What happens to money already in my eBay account?
It stays put until the restriction lifts, including funds tied to orders that buyers have already paid for but not yet received. Once the account clears, payouts resume on a schedule that shortens as delivery confirmations accumulate.
Should I keep listing while I wait?
You generally cannot, since eBay commonly blocks creating and revising listings during a restriction. Use the time to prepare fulfilment instead, because the accounts that recover fastest are the ones despatching cleanly the day selling returns, and our eBay listing optimization guide is worth a read while you are waiting.
Can EcomVengers deal with eBay on my behalf?
Yes, and on the Australian account we ran the verification conversation directly with eBay while the seller prepared documents in advance. The reinstatements we have documented, with the eBay notices attached, are collected in the case study archive.
What if the 30 days runs out?
Closure at the deadline is what the notice states, and recovering a closed account is a materially harder problem than clearing a live hold. If you are inside the final week with an unanswered case, that is the point to stop experimenting and get help.
Start the Clock in Your Favour
The window is thirty days. Almost nobody needs thirty days.
First, open eBay Messages and read the notice for what it asks rather than what it threatens. Write down the exact question and the exact contact route.
Second, assemble identification, proof of address and payment details that match the account name character for character. Fix the mismatches before you send anything.
Third, clear every open case, return and unpaid fee in the same pass, then answer eBay once and let the review run.
Do not register another account while you wait. That is the only move here that cannot be undone.
