How it decides two accounts are related. Sellers ask whether it is the IP address, the device, the payment method or the delivery address.
No eBay help page lists those detection signals, and anyone naming the ones that matter is guessing. What the policy does confirm is that linked accounts are a thing eBay acts on. Its guidance states that repeated policy violations bring consequences for all other accounts of the violator. It also says that where a member has two accounts and one becomes suspended, the second may also be restricted.
That is enough to plan around. You do not need the mechanism when you have the stated consequence.
Key point: the risk is not that a new eBay account gets caught immediately. It is that the linked account gets caught after you have spent four months rebuilding feedback on it, at which point you lose both accounts instead of one.
